French solar bubble bursting?

France imposed a three-month stop to new solar photovoltaic (PV) installations in December, to end what the Government has called a ‘speculative bubble’.

The Government has put a freeze on solar PV installations exceeding 3 kW as legislators work on new tariffs for ‘larger’ solar PV installations.

These new tariffs are expected to include rules providing caps on development and lowering feed-in tariffs for solar PV projects.

“Most panels installed in France were made in China with a highly questionable carbon footprint,” Environment Minister Nathalie Kosciusko-Morizet says, according to Bloomberg. She says the policy must “create jobs in France, not subsidise Chinese industry.”

The newswire says if current developments are completed, France could reach its 2020 target of 5.4 GW of solar capacity by the end of 2011.
